As of 29 May 2025, the UK government has made significant changes to the planning rules for air source heat pumps, as part of its wider Warm Homes Plan to make low-carbon heating easier and cheaper to adopt.
In short, the changes relax several of the permitted development conditions that previously applied — making it simpler for many homeowners to install an air source heat pump without a full planning application. That removes a common source of delay and cost from the process.
